SESB Purchased 14 Mobile Generator Sets for Faster Response Time

In a nutshell this acquisition would mean reduction in power supply interruptions and faster relief to the consumers. This is achieved supposedly with faster response via deployment of smaller gensets but larger in numbers, to cover more strategic and critical areas.

Reading today's local dailies, you read and get what's necessary for general information. But from technical standpoint, I was a bit frustrated that none of the three papers (NST, Borneo Post & Daily Express) give sufficient information about the mobile gensets technical information apart from stating the obvious -- generator capacity and number of sets. Then again, that is all that matters to the general public, I suppose.

Too bad. Had I known of the event earlier I would not have hesitated to walk in as spectator.

Anyway, digesting what the reporters reported in their respective dailies, here's a hint of the mobile power unit:

Generator set capacity : 500kW each
Engine manufacturer : na

Gross mobile unit weight : 16 tonnes

Each generator set will power up : 200 to 300 homes


Having 14 trucks with capacity of 500kW each, SESB will now have 'additional' generating capacity of 7MW at its disposal to attend to power interrupted areas. So, when there are scheduled power outages which normally last for 8 hours in most cases, this new truck loaded with power generator will be able to last that long.

In my own experience in Kota Kinabalu and Penampang areas, when requested, SESB would send their "Tenaga segera" mobile genset to cater for our industrial power need.

KOTA KINABALU: Sabah Electricity Sdn Bhd (SESB) now has 14 brand new mobile generator sets to provide faster response to consumers during power supply interruptions.

Its senior general manager (asset management), Muhamad Nazri Pazil, said SESB had spent close to RM12 million to acquire the new generator sets from WZS PowerGen Sdn Bhd, the company appointed to design and assemble the mobile power provider.

“We have seven units with us now which will be assigned to be on standby here in Kota Kinabalu, while the other seven will arrive in October and will be sent to assist the remaining focus areas in the East Coast,” said Nazri, during the handing over ceremony at the SESB compound here yesterday.

The 500Kw mobile generator sets, with a capacity to cater to about 200 to 300 houses at once, will be located in focus areas statewide, namely, Kota Kinabalu, Sandakan, Tawau and Labuan.

The 14 new units, he said, adds on to SESB existing assets of nine mobile generator sets of bigger capacity in Malawa, which are being used to cater to commercial business districts (CBD), as well as its contractors’ assets, namely, MNI and LLP, which each owning 11 and two units respectively.

Previously, SESB had traded in 25 units of used canopy (ground) generator sets, which Nazri said had been in use for about 15 years. The supply of the 14 units of 500Kw generator sets will enable SESB to provide faster response during power supply interruptions and improve the company’s quality of service.

The Beaufort flood and pledge for assistance

I got these pics via mobile application, WhatsApp, from a friend who has some on-going works in Beaufort.

The flood there is no doubt one of the worse ones the folks had to endure in many years. Other than Beaufort, the other two districts in Sabah that are currently badly hit by flood are Tenom and Keningau.

There is already pledge from the Ministry of Rural and Regional Development to help rebuild the houses of those affected. Also, the state government will look at the plight of the people in these flood-hit districts.

Importantly, and most appropriately, our Prime Minister should move in and assure the people of Beaufort, Keningau and Tenom that similar financial assistance would be given to them, just as those in Kedah, Terengganu, Kelantan and Johor few months back.

I don't see why they would not be entitled to such assistance.

Chief Minister tables RM4.622 billion 2014 Budget, biggest in history

Chief Minister Datuk Seri Musa Aman yesterday tabled a deficit 2014 State Budget of RM4.622 billion, which is RM534 million more than the estimated provision in 2013, discribing it as the ‘best gift ever for the people of Sabah’.

The 2014 supply allocation of RM4,621.5 million consist of:
  • Emoluments - RM702.51 million
  • Recurrent expenditures - RM1,736.59 million
  • Special expenditures -  RM2,182.4 million

The 2014 Budget will focus on the 6 objectives and strategies, namely:
  • to strengthen the State financial position; 
  • to improve basic infrastructure and public amenities; 
  • to expedite the achievement of Halatuju; 
  • to develop youth and human capital of high value and quality; 
  • to eradicate poverty and improve the quality of life of the people; 
  • to achieve balanced regional development.

Emolument has increased by RM39.34 million or 5.93 per cent compared to the total of RM663.17 million in 2013 due to salary adjustments for State civil servants under the Malaysian Remuneration System which was implemented in 2013.

And, to ensure that the Government’s machineries run smoothly at maximum capacity, effective and efficient in the effort to improve the Government’s delivery system for our beloved people, the estimated recurrent expenditures for the coming year is increased by RM648.66 million or 59.62 per cent compared with the estimated recurrent expenditures of RM1,087.93 million for year 2013.

The increase in the allocation is also due to repayment of Government bonds maturing in 2014 amounting to RM568.9 million and repayment of Federal Government debts amounting to RM171 million.

Special Expenditure shows a decrease of RM154.98 million or 6.63 per cent compared to RM2,337.38 million for 2013.

“This year, the Government made numerous equity investments in Government agencies and hence the reduction in 2014. Nonetheless, the State Government will ensure that our development agenda and investment will continue to be intensified specifically on high impact projects that can further spur the State economic growth,” Musa explained.

He also said that with the biggest expenditure recorded in the financial history of the State budget, it will boost the economy of Sabah and enable it to grow to a higher scale and thus achieve a high income economy within a short span of time,” said Musa.

The Finance Minister is also confident that people from all walks of life, regardless of religion, race, gender, rich or poor, old or young, physically fit or those who are physically challenged, wherever they may be on land or sea, will benefit from the just unveiled State Budget 2014.

“With a projected revenue of RM4.583 billion for the year 2014, which is the highest estimate in the history of State budget preparation, the 2014 Supply Expenditure, which is also the biggest budget in the State financial history, is estimated at RM4.622 billion, in order to meet the people’s expectations, to continue our development agenda and most importantly to fulfil our promises."

“Sabah played a major role in the formation of Malaysia since 50 years ago. During those five decades, the people of Sabah have gone through various experiences, through thick and thin in politics, economy, social, and education, to mention some. Over 50 years the estimated revenue has increased remarkably by 74.52 times and the estimated expenses by 75.77 times."


TheGreenMechanics: We have one of the biggest state budgets in the country (if not the biggest) and no provision for Sustainable, Efficient Energy or Renewable Energy promotion.

Just days earlier the CM pledged the government support for renewables. It apparently is not translated into tangible effort.

10-year plan to address blackouts in Sabah

Frustrated people post in their social network page that every month there are 10 to 20 blackouts in their area of residence and this has been happening for many, many years already.

With several power plants due for operations in a couple of years' time, it should take the Federal Government less than 10 years to fully address this issue, no matter how complicated the situation at SESB is.


10 years is way too long, but 'some plan' is better than nothing! Newspaper clipping - DE, 17-7-2013.


What we hear more often is that IPPs in the West Coast are having hard time maintaining their equipment, and Power Plants in the East Coast are delaying the full commissioning/operations of their long-delayed-temporarily-installed generators.

So, the assurance that "any financial requirement would be approved, if justified" is much welcomed! Come on, you guys!

Energy Minister says 10 years is needed to tackle perennial power failure issues in Sabah

Kota Kinabalu: The Federal Government has set a goal to address Sabah's infamous blackouts within the next 10 years, said Energy, Green Technology and Water Minister, Datuk Dr Maximus Ongkili.

He said the Prime Minister had directed him to solve the problem in Sabah and that any financial requirement would be approved, if justified.

The tariff collection by Sabah Electricity Sdn Bhd (SESB) was only sufficient to cover 80 per cent of its operational cost and the rest was being subsidised by Tenaga Nasional Berhad (TNB), he said. "But for how long can this go on?" he said at the breaking of fast with the media and orphans in Promenade Hotel here Tuesday.

Power seepage, according to him was about one per cent in Semenanjung but in Sabah it was about two per cent which translated to about RM50 million being lost.

Dr Ongkili said the Federal Government had been doing its best to reduce the System Average Interruption Duration Index (SAIDI) in Sabah and had spent about half a billion ringgit in the past three years for the purpose.

In Sabah's case, he said the issue of power generation, transmission and distribution must be addressed in order to reduce Saidi.

For power generation, he said the Federal Government had to re-strategise its planning when the proposed coal-fired power plant project in Lahad Datu was scrapped after seven years of debate.

Among the issues that needed to be addressed to improve distribution of power was the fact that about 80 per cent of Sabah's cables being open cables are not coated, meaning it might take just one curious bird landing on the power cable to cause a major power disruption.

PRU13: Senarai Penuh Pemenang Kerusi DUN Sabah

Post ini bertujuan memudahkan carian dalam Bahasa Malaysia bagi senarai penuh pemenang-pemenang kerusi Dewan Undangan Negeri, Sabah, dalam pilihanraya umum ke-13 pada 5 Mei 2013.

Dalam carian Bahasa Inggeris, saya menghadapi sedikit kesukaran untuk mendapatkan senarai tersebut. Sebagai ringkasan, Barisan Nasional memenangi 48 daripada 60 kerusi yang dipertandingkan, 11 Pakatan Rakyat, dan 1 STAR.

Sabah and Penang the best solar energy spots

If you have been asking lately, Kota Kinabalu is the most ideal place to generate energy through solar PV.

Sadly though, we do not enjoy the same premium rate enjoyed by our counterparts in West Malaysia through the FiT Scheme. Reason - because we do not pay the 1% levy on our electricity bills.

Kota Kinabalu and Sabah, in general, together with Penang are the best two spots to produce electricity from sunlight, according to Ahmad Hadri Haris, former Head of the Renewable Energy Unit, Pusat Tenaga Malaysia (Malaysian Energy Centre).

Ahmad Hadri is currently the CEO of Malaysian Green Technology Corporation (GreenTech Malaysia) after his appointment on April 1, 2013.

"In terms of the amount of sunlight we can capture, Kota Kinabalu measures 1,800 kWh/metre square per year compared to 1,500 in the Klang Valley"

For this reason, a solar energy producer in KK can actually produce up to 30% more electricity than the guy in KL, Ahmad noted. He was speaking in conjunction with the 32nd International Energy Agency Meeting in Kota Kinabalu, back in 2009.


Note:

Irradiation is the sum of irradiance over a time period (e.g. 1 hour, day, month, year, etc.) expressed in J/m2. However, in daily routine Wh/m2 are more commonly used.

Sabah needs to utilise Remote Sensing Technology

For aerial surveillance, remote sensing via satellite "is cheap because it saves time and costs".

That's what Datuk Darus Ahmad, Malaysian Remote Sensing Agency Director-General said back in March 2010 when his department organised an awareness seminar at Hyatt Regency hotel in Kota Kinabalu that year.

I am sure it is 'very' cheap now looking at the circumstances Malaysians in Sabah are now facing. Large state like Sabah requires technology that is fast and effective for a wide range of fields such as agriculture, the environment, land develop­ment and security.


If it is available, use it!

In today's perspective, Sabah is facing security threat from intruders and surveillance using airplanes is not only expensive but tedious and limited in terms of availability. In the eastern seaboard, we are talking about 1,500km of coastline. Needless to say it is a huge area to cover and we certainly need to put in more assets, including better surveillance system.

For aerial surveillance, remote sensing could and should be one of the options.

We have this technology. Use it. With this method, one can take fast and accurate aerial photographs via satellite compared to traditional methods. Of course, aircraft need to make their patrolling, too. A roar in the sky scare the birds away, so they say.

Back then, Sabah Forestry Department was the only state department to fully utilise remote sensing technology to manage forest resources in Sabah. It is high time that other departments, too, make similar move.

If the technology can by used by the Forestry Department to monitor logging activities in the forests, it can also be used for monitoring the coastline round the clock.

Kota Kinabalu International Airport uses Wakid

This site carried a picture of the World's largest Wakid sometime in September this year. Although it was not really a wakid (a traditional basket), it resembles the cylindrical back carrier in many ways and to me, in a way it looks cool.

The Wakid is made of pieces of carefully split bamboo. The splits are tightly fitted at the base and widen at the top. The body is secured with rattan hoops at both ends and entwined with split rattan at different heights which gives it the curve and shape.

This support structure at Kota Kinabalu International Airport looks like an inspiration from the traditional basket:

A metal Wakid anyone? Maybe too big as a household ornament.


We have lots of use for it.


This is a life-size Wakid found on sale in Papar during the kick-off of the state level Harvest Festival. The two woven baskets on top are kind of variations to the back carrier.

The 8 TOR for the RCI on Sabah's illegal immigrant problem

For future reference, I have appended herewith, the eight (8) Terms of Reference (TOR) for the Royal Commission of Inquiry (RCI) on Sabah's illegal immigrant problem announced by Prime Minister Najib Razak in Kota Kinabalu on Saturday, August 11, 2012.

The Royal Commission of Inquiry will be headed by former chief judge of Sabah and Sarawak Steve Shim. The five-member panel has been given six months, to deliver it findings.


Terms of reference (TOR)

  1. To determine the number of immigrants in Sabah that have been given blue identity cards or identity cards or citizenship and if so whether these documents or citizenship was done legally.

  2. To investigate whether the issuance of blue identity cards or citizenship to immigrants in Sabah was in accordance with the law.

  3. To investigate whether immigrants in Sabah holding blue identity cards, temporary identification receipts (blue) or citizenship documents had been illegally registered into the electoral rolls.

  4. To probe whether the authorities had taken any action or carried out any improvements to standard operating procedures (SOP), measures and regulations to avoid any infringement of the law.

  5. To investigate in detail the SOP, measures and regulations relating to the issuance of blue identity cards or citizenship to immigrants in Sabah by taking into account international standards and norms used in Malaysia and to recommend any amendments or changes to strengthen or improve the SOP, measures and regulations.

  6. To investigate the reasons for the increase in Sabah's population in the following categories:

  7. i)   Sabahans living in the state, including those accorded blue identity cards and citizenship
         through late registration of birth;
    ii)  foreign workers (including their families);
    iii) illegal immigrants (including their families);
    iv) refugees;

    and their impact on the electoral roll.

  8. To investigate the social implications of the issuance of blue identity cards or citizenship to immigrants in the state on Sabahans.

  9.  To determine the number of foreigners in Sabah who have been given blue identity cards or citizenship by taking into account their stateless status.

The RCI Composition

The commission was set up under the Commissions of Inquiry Act 1950 which requires the consent of the Yang di-Pertuan Agong. The commission consists of a Chairman, a Secretary and four Commissioners, listed as follows:

Chairman:
Steve Shim Lip Kiong  - The commission will be chaired by former Chief Judge of Sabah and Sarawak.

Secretary:
Saripuddin Kasim        - Domestic Trade, Cooperatives and Consumerism Ministry secretary-general.

Four commissioners:
1) Herman Luping                         - former State Attorney-general
2) Prof Dr Kamaruzaman Ampon   - former Universiti Malaysia Sabah (UMS) vice-chancellor,
3) KY Mustafa                              - former Sabah State secretary
4) Henry Chin Poy Wu                  - Malaysian Crime Prevention Foundation deputy chairman,


Reason for setting up of the RCI

This (image below) is the population of the state of Sabah obtained from Department of Statistics Malaysia, which appeared in my previous article. This has been the subject of hot debates among politicians and the general public for many years now.
